That shouldn't be a problem really. The only thing is it's probably not going to be perfect. It's going to need to be fixed up a little. There are still lot's of great older bikes well under a thousand, and not that hard to fix up.
It might only cost a few hundred and need new tires, carbs cleaned, and some general maintence to get it road worthy. If you can do it yourself it will cost hardly anything at all.
All the Honda CB's from the 70's could be had for that much. The four cylinder ones are very durable.
Also a Yamaha XS650 would be great. People make really cool choppers out of them.
actually, i'd consider the vintage bikes as the ones from the 60's. any 1973-1981 harley i'd stay away from; that is the amf period of harley, and amf qc musta been constantly on magic mushrooms for their total lack of quality.
add a bit (between $300-$500) and you can get a decent 88-93 EX250 that may or may not have a cracked fairing. then go check out http://faq.ninja250.org/wiki/Main_Page and find out how to fix it without breaking too much (high learning curve)
you won't find a bike that has this much internet support, or such a loyal following.

For £600, you wont get anything "great". You will get a rust heap, and a poor one at that.

You can buy a running Honda VF700F motorcycle from 1984-1985 for about that. 84 rear wheel horsepower and half fairing. You didn't say it had to be a Harley, did you? 44 ft'lbs of torque, too. That's comparable to modern 600cc R bikes. You have to like working on your own bike, or be prepared to spend some $$$ for maintenance, though.
